The oversight for 2025 focused on three main areas: the use of external consultants, the Nordic RCC’s IT development strategy, and the status and quality of task implementation. The review is based on written responses from Nordic RCC and discussions during an oversight meeting held in Copenhagen in October 2025.
NordREG notes that the Nordic RCC continues to make progress in implementing its mandated tasks. Five tasks have now been fully implemented, while several others are partially implemented or under development. In particular, NordREG will continue to follow developments related to capacity calculation and security analysis in the coming oversight cycle.
The report also examines the balance between permanent staff and external consultants. NordREG observes a decreasing consultant ratio and considers this a positive development as the organisation continues to mature and build internal competencies.
In addition, NordREG reviewed the Nordic RCC’s IT sourcing strategy and the ongoing evaluation of the NorCap IT application, which plays a key role in the Nordic electricity market coupling. NordREG will continue to monitor the progress of NorCap due to its importance for the services provided by the Nordic RCC.
NordREG will follow up on several topics in the 2026 oversight, including developments in flow-based capacity calculation and security analysis methodologies.
